UKSPF Summative Assessment for Net Zero and EPD Projects

Background

The UK Shared Prosperity Fund (UKSPF) replaced the European Structural and Investment Funds (ESIF) and provides funding for local investment until 31 March 2025. In Tees Valley (Darlington, Hartlepool, Middlesbrough, Redcar & Cleveland and Stockton-on-Tees), UKSPF supports local businesses through specialist providers delivering targeted support across different business needs and sectors.

Decerna Limited seeks quotations from qualified organisations to undertake Summative Assessments of two UKSPF projects delivered by Decerna on behalf of the Tees Valley Combined Authority, the Tees Valley Mayor, and the Tees Valley Business Board.

Project 1

Name: Tees Valley Net Zero

Reference: PROJ-4612, UKSPF Lot 7

Headline: Supporting local businesses to implement net zero transitions through advice, guidance, and grant funding.

Description: The Tees Valley Net Zero project provides practical steps to help businesses reduce costs and save carbon. The project provides access to a wide range of support including self-help guides, energy information sessions, CPD-accredited energy management workshops, free energy assessments and grant funding. A £1M grant fund provides 500 grants of £2,000 each to support net zero investments.

Project 2

Name: Environmental Product Declarations (EPDs)

Headline: Supporting SMEs to develop EPD certifications and enhance sustainability capabilities

Description: The Environmental Product Declarations project represents a strategic response to increasing emphasis on sustainability and environmental accountability in product manufacturing and supply chains. The project provides training and direct assistance to help SMEs develop EPD certifications, vital tools for demonstrating environmental credentials and accessing new markets.

The successful organisation will be issued a standard supplier contract and be given access to the original proposals and logic models. Project data will be provided securely via a single licence of Evolutive. Relevant output & outcome evidence will be accessible through Power BI charts.

Consultants from the successful organisation, will have appropriate access to project delivery staff at Decerna throughout summative assessment. A dedicated Teams site can be setup to facilitate collaboration between the successful organisation and Decerna. No project data will be shared via email.
