Between 2014-15, Decerna supported CAG Consultants in an evaluation of the Heat Network Delivery Unit (HNDU) for the Department of Energy and Climate Change (DECC).
The HNDU was established in 2013 to support local authorities in England and Wales in developing heat network projects. It provides grant funding for feasibility studies and business case development, as well as offering commercial and technical guidance.
As part of the evaluation, Decerna undertook a review of HNDU funded studies to determine if they addressed the necessary breadth of scope required by DECC and met quality standards. This work informed the overall evaluation and helped to inform DECCs development of the HNDI and subsequent heat network related initiatives.
